Winter is Coming Problems » Sun Sep 29, 2013 5:58 am. If I remember right I had Winter is Coming set up before so that the WIC cloaks were everywhere but on guards and Imperials. I used Cloaks of Skyrim for them. COS was more suiting, I thought. Now it seems I can't get that set-up to work, so I settled for the No Guards option.
